Qualification System – Expands.

AIHPA follows the NRA qualification system, however it stops at a relatively low score.  With our shooters gaining ability and shooting better scores as every event goes by, we need to look forward and expand on the finish line of the qualification system?

The NRA run other “programs” to acknowledge marksmanship skills beyond the qualification system.  We are getting to the point we need to do the same, but we must watch over-complicating it with excessive work and expense.  We use the easiest method available to us.  There is no better way, than to simply expand our current qualification system.

We currently stop at Distinguished Expert, which is achieved after a shooter manages 10 IMC scores of 440/500 or better.  The 2 new attainment categories are per the table below.

Distinguished Master

94% or better

470 or better

10 times

Distinguished High Master

97% or better

485 or better

5 times

There are already a few Distinguished Experts, and more clipping at the heels.  The few that have achieved DE will have post DE qualification results equal or exceeding DM of 94% credited to their next attainment.

This is the perfect initiative and solution for High Power Rifle well into the future.

TACTICAL MATCH COURSE
COURSE OF FIRE CHANGE…for start of 2009 season.

The committee, and we are sure pretty much all of you, agree that the Tactical Match needs more “tactical” aspects adopted into it’s course of fire.

Starting for the 2009 season, we have made just a couple of changes to the TMC.  The changes are mostly:

-         to get people out of position, twice, to break shooters being in a “comfort zone”,

-         shorten the first phase (deliberate),

-         increase the range of time between exposures (cancel out the use of a stopwatch).

We have maintained the 20 rounds so scores can be compared to previous match results, etc.

Please see course below.  My all means, let us know what you think…

4 October 2008

HANDLING FIRARMS BEFORE PREP TIME
There has been an overdue change to the High Power rules.  The CMP have allowed shooters to “handle their firearms” between the time shooters are told to take positions on the firing line and preparation time PROVIDED the ECI stays in the rifle.  This means, when called to the firing line, you may sling up, make adjustments, etc, but do NOT remove the ECI until preparation period commences.

The NRA has NOT written this rule into the rulebook yet, but said, formally they are not “policing” the currently written rule to not handle firearms when called to the line.

NSW CHANGES TO ALLOW UNLICENSED SHOOTERS PARTICIPATE
As shooters, and shareholders of this sport, we should welcome the new laws to allow unlicensed people come and try our sport.  Please note that the unlicensed shooter MUST sign a P650 form, and no ticked to all questions.  If yes, take required action…

Please be careful not to use sanctioned matches as a first step for a brand new shooter.  It may work against us in many ways, due to the nature of the competition.  However, a new shooter is always welcome, and we will make any help available where ever possible.

PERRY 2008
It was another great year for the Australian’s that went over to Camp Perry for the US National Matches.  There is some info and pics on the website.  David Waters “memoirs” page has also been posted on the site outlining his day-by-day experiences.

http://www.aihpa.com/Events/2008/International%20-%20Camp%20Perry/CP2008.htm

QUALIFICATION SYSTEM
THE NEXT LEVEL…
We are lucky enough to now have 3 shooters sitting at “Distinguished Expert”.  There are many other shooters catching up.  We want ALL shooters to please be sure to hand in grade cards at IMC meets to be sure their details are updated on the card AND on the website (the website is currently only listing a few of many shooters with recorded results).
http://www.aihpa.com/Qualification/Qualification.htm

We need to introduce the next challenge to continue drive and set goals for all to aim for.  What should that challenge be?

As an example.  “Distinguished Master”. This would fit well into the qualification scheme if it were based on 10 registered scores of 475 and over shot after “Distinguished Expert” has been reached?

Your thoughts are appreciated.

2009 CALENDAR
The calendar for next year has been drafted.  It is available on the internet to review.  It looks like a promising year, so please start planning now, and hope you can support the year as much as possible.
http://www.aihpa.com/Events/2009/Aus%20HPR%20Events%20Calendar%20-%202009.pdf

2009 GRAND TOUR (GT) SERIES
Reminder that the GT is for ALL rifle specs contesting the International Match Course, but each spec competes separately.  Each shooter may wish to contest all specs in the GT, by simply participating in as many IMC practices where only the best 3 results count towards the aggregate score.  If you manage to attend “the big ones” where a weekend consists of 2x IMC’s, then you can shoot different specs over that weekend and register 2 scores.

Note there are 2 IMC’s being shot at Gilgandra in November, which is the 2nd last registered shoot for 2008.  The Sydney Xmas shoot is last in Dec.

9 July 2008

Fellow shooters.

We haven’t had a newsletter for a short while, probably due to the amount of work we have had on of late...it’s all happening...and isn’t slowing down soon.  Please gloss over below, and if interested, which I hope you will be, read on with the finer details...

SYDNEY CUP
What a fantastic day last Sunday.  Well done to all those who attended and kept the tradition alive.  Perfect weather, good shoot, good shooting, good company, it was all there.  What an amazing day.

http://www.aihpa.com/Events/2008/Region%20-%20NSW%20Sydney%20Cup/Sydney%20Cup.htm

HANDICAPS
Level the playing field.

We have seen an increase at clubs that shoot our core courses of fire, and have had trouble consolidating the various rifle specs for perpetual trophies that are typically contested for only for 1 winner/name.  To level the playing field between the rifle specs, we have implemented a Handicap policy that clubs may incorporate, or simply use as a guide to come up with their own solution.

Review of this Handicap guide at

http://www.aihpa.com/Handicap/Handicap.htm

SPEC 2 – A GOOD START
After the 2008 AGM at Tamworth, and per previous newsletters, we have seen significant growth in Spec 2 participation.  It was obviously a very good decision by all to allow sporter rifles into this category.

There is a concern of shooters not fully understanding the specs, both when shooting their own equipment, and scoring for other shooters.

Spec 1, 3 and 5 are pretty easy to follow, and we pretty well have them well understood by now.  Spec 2 and Sub-Spec 1A and 5A are still new, so please read up on these to help the running of any meets, and, more importantly, avoid disappointment due to misunderstanding at meets or on the firing line.

http://www.aihpa.com/firearm%20specifications/rifle_specs.htm

SHOOTING POSITIONS
We have updated the website with some nice pictures of the various shooting positions.  If you have any good pictures of shooting in positions, please send them in.  Check them out.  http://www.aihpa.com/shooting_positions/shooting_positions.htm

MARKING
A very important task, for everybody at a meet.

The website has some nice pictures to help explain what is expected when marking targets.  Please read and understand how important giving good service is, and some of the info on how to go about it.  Click this link and see what you think  http://www.aihpa.com/Marking%20Scoring/Marking%20&%20Scoring.htm

FUND RAISER EFFORTS – WELL DONE SHOOTERS!
Multiple Sclerosis Society.

Richard Ruppas, a star!

Please go to our website and read up on the final efforts of this fantastic cause.  Special thanks to Richard Ruppas for all his work.  Extra special thanks to all the shooters who made this happen, AIHPA and SSAA Sydney Branch.

Read our report, our progress and the results of the raffle at

http://www.aihpa.com/FundRaiser/2008MS/2008MS.htm

ALIBIS
Alibis are a safety issue.  They are here to stay, and we are sure time will show that everybody will be thankful for that.  Please review the alibi process and remember that it is important an alibi is executed correctly, in a timely manner, and that you are entitled, and encouraged, to claim an alibi in fairness, and safety.  Here is how an alibi works

SYDNEY CLASH OF MATCHES 2008
HPR IMC GT Round - postponed.

Due to double booking with another association on the 1st Sunday in September, the Sydney Clash of Matches will be postponed to the 1st Sunday in November.  Sorry for any inconvenience.

Sydney Shooters, and anybody interested in attending this AIHPA sanctioned GT event, please note that the 1st Sunday in September meet may be moved to the 3rd Sunday (21st).  This is TBA at this stage.  A notice will be sent out in a couple of weeks to confirm this.  If the 3rd Sunday does go ahead, we will be shooting the AMC and VMC for a double shot to rack points towards the club championship, so it should be a fantastic day.

New flyer attached…

HPR STUBBY HOLDERS
As Australian as they come…
We have finally got the Aus HPR stubby holders.  They look sensational.  See pic.
These are going for just $6ea and will be available at the next few coming meets.  Get in fast before they run out!
http://www.aihpa.com/merchandise/merchandise.htm

NATIONAL RECORDS
We had 2 volunteers who compiled the IMC records results from all our years of history.  These IMC records have been updated on our website.  Please check them out.  As you will see, there are still plenty up for grabs, and some that are surely to be broken in the coming shoots (all things going well).

We hope to have the records for AMC, VMC, TMC completed soon…

http://www.aihpa.com/national_records/national_records.htm

GOOD LUCK AUBREY
Hi Ho, Hi Ho, it’s off to Bisley he goes…

Aubrey Sonnenberg, co-founder of AIHPA, long serving Snr Vice President, and passionate HPR shooter, leaves for Bisley, England, to shoot the British Fullbore Queens next week.  We are sure he will put on a good show for his Fullbore club, Concord, but also for Australian shooters.

Aubrey, shoot well and safe return.

CAMP PERRY 2008.
We have only 4 shooters going to Perry this year, (down for a number of reasons) to contest the HP Service Rifle National Matches.  The 4 shooters are David Waters (4th year in a row), David Cornick (4th year in a row), Paul Feeney (Lt Col, ret, and Secretary of ASRA), and Grant Dawson.  Please extend your best wishes to all these lucky shooters, who will no doubt be having more fun than kids in a chocolate factory.

20th May 2008

What a full on, enjoyable and good shooting weekend.  One of the best yet…

All the details from the nationals are on the website www.aihpa.com along with pictures, a small write up, and some recognitions.  If anybody has anything they’d like to add, please email it in…

It was voted at the AGM to increase the cost of membership and renewals.  Please, PLEASE, be sure to take ALL the old forms out of circulation and get these new ones out there…

Joining fee is up $5 to $25.  Renewals are up from $5/y to $10/y in minimum increments of 3 years.

RIFLE SPECIFICATIONS
Changes to Spec 2 and 5a are through
Please not the changes to Spec 2 (to breath new life into it, and increase/include more general rifles out there) and Sub-Spec 5a.

Spec 2: Service Modified/Sporter Rifle - Iron (Classified/Graded) – Any centrefire rifle, of any calibre, not weighing more than 5kg with all attachments (magazine, sights, etc) excluding sling.  Front sight restricted to a post but other iron sight components unrestricted.  The rifle must have no adjustability (stock, weight, counter-weights, grips, sling points, butt plate, cheekpiece, etc) to assist shooter comfort or shootability (adjustable components may be set to a generic position and must not be moved during a match).  Max width of sling must not exceed 40mm.  Use of handstops is not permitted.  Barrel must not exceed 25” or 635mm in length, unless the rifle is of service origin which the barrel must retain specification profile (shortening is allowed provided service profile is retained, otherwise the barrel must be under 25”).  The use of specialist shooting coats and/or a specialist shooting glove/mitten is not permitted.

Sub-Spec 5a: Sporter Rifle - Optical (Unclassified/Open) - Any commercially available or ex service issue centrefire bolt, lever or pump action rifle, fitted with optical sights, not weighing more than 5kg with all attachments (magazine, scope, etc) excluding sling.  The rifle must have no adjustability (stock, weight, counter-weights, grips, sling points, butt plate, cheekpiece, etc) to assist shooter comfort or shootability.  Max width of sling must not exceed 40mm.  Use of handstops is not permitted.  Barrel must not exceed 25” or 635mm in length, and must have a muzzle diameter, after a consistent muzzle end taper of at least one third its length, of 0.6” or 15.3mm, unless the rifle is of service origin which the barrel must retain specification profile (shortening is allowed provided service profile is retained, otherwise the barrel must be under 25”).  The use of specialist shooting coats and/or a specialist shooting glove/mitten is not permitted.  Rifles competing in Sub-Spec 5a also compete in Spec 5 outright.

TEAM BATTLE – 4 MAN TEAM MATCH
”Rattle Battle” ratified at AGM
The Team Battle match was adopted at the AGM and is now a standard course of fire for AIHPA.  Attached are the details for this event.  Please read up, and hopefully practice it – you can expect a few shooters of this course at future matches…

SNAP FIRE STRINGS - ALIBIS
Safety will dictate if an alibis is permitted
The AGM resolved that during snap matches, any minor failure will not incur an alibi, as you should have ample time to get multiple shots away in subsequent exposures.  If there is a jam on the last exposure, you will be permitted 1 additional exposure.

Complete refires are only allowed if it is a safety issue – such as squib load, bullet stuck up barrel, or in the case of a hang fire, etc.  The RO will exercise discretion in these cases, and should take dure and fair course of action.

QUALIFICATIONS
Website will recognise those who earn their stripes…
There is a new section on the website that has been added to give recognition to those who earn their way through the qualification program.  Please review it and advise if you have received or reached any qualification levels, but are not on the website.
http://www.aihpa.com/Qualification/Results.htm

Congratulations to Matt Avard who joins David Waters and Peter Barnier at the level of Distinguished Expert.  Well done.  We want to see many others shoot on, and join this honourable rank…

HAPPY NEW YEAR for 2008

Are you ready for a big year or shooting?

The 2008 season is sure to be a challenging one, and not just on the range.  Increased living costs associated with interest rates, fuel and grocery prices are sure to impact host clubs, volunteers and shooters attending meets.

We are all shareholders and stakeholders in this sport.  It is our sport.  We need to look after it in any way possible.  If we don’t use it, or we abuse it, we will lose it.

Most of us will continue to support the sport with all cost constraints considered and do what we can, when we can.  How can we all get more out of our dollar?

Can we network more and spread the word and share information about things that may benefit others.  Keep up the email correspondence and information flow - forward information that comes to hand on second-hand equipment, bargain prices, etc.  If travelling to a shoot, car-pool with other shooters and share accommodation and equipment (remember, if sharing equipment, notify event organisers well before hand, and make sure you are not in the same detail with those you are sharing the equipment with).

Every attempt has been made to keep AIHPA meets as open as possible, as we believe the more participants, the healthier the sport.  We want to keep this underline rule a priority into the future, so, as always, all are welcome.

Our first meet for 2008 has a dual start – in Sydney and Brisbane both on 1st Weekend of March.  Please do what you can to strong attend the opening meets for 2008.  Remember the GT for 08 is the best 3 rounds.  Queenslanders have only 3 meets this year, so you are asked to please heavily support all 3 meets, and use Grafton, your closest meet, to “top-up” the scores and drop the worst result for the GT.

Our state championships for 2008 are:

-         NSW 11-13 April at Gilgandra with a program that was voted on by majority last year, and earlier in the year to avoid the freezing winter cold.

-         QLD 29-31 August at Belmont (a perfect meet at the perfect time of year).

-         WA 27-29 September.  If you haven’t been here, then you must go.

Nationals and Australian Masters are at Tamworth again over the weekend of 16-18 May, hopefully without the rain this year.  Again, full course, with the inclusion of the Vintage Match Course on Friday which begins with slow fire prone at 200 (fantastic benefit for the travellers chasing solid zero’s) before the main features.  Every centrefire rifle shooter should be at this meet.  Please spread the word.

The Australian Shooting Games have moved to 21-22 June so those travelling may wish to attend other shooting meets happening around the same time.  This is a must attend meet, for all local and travelling shooters.  Let’s support this meet...in numbers...

See you all during 2008 – with bells on…

Date:  2nd January 2008

Here is to a very happy and prosperous 2008 for you, your family, friends and all shooters alike.

Start planning 2008 for some fantastic shooting ahead.  All the planning for 2008 is done, and we are looking for a well supported and more rewarding year of shooting.  A copy of the annual calendar is on the website.  Book those dates now...and don’t miss out...

CHRISTMAS PAPER WRAPPING

The shops are selling off 2007 rolls of Christmas paper wrapping at bargain prices.  The very long and wide rolls of paper are fantastic for using as a target backer or a splash plate.  Perhaps cut out a round template and use a tin of black paint to create an aiming mark?  Perfect for target practice...

CLOSURE OF ANZAC RANGE

We have seen and heard a lot of news lately regarding the new Federal Government and the NSW State Government agreeing to close the ANZAC range - Sydney’s largest and most used range for many clubs and various forms of shooting sports and styles.

Is this just another boot in the side to rifle shooters?  We all remember the major reforms of 1988 and 1996 that revolutionised the betrayal of our rights as law abiding sporting shooters and citizens to diminish the participation of rifle shooting sports in one foul swoop.  Let’s also not forget the continued attacks over the last 10 years from all forms of government, extreme groups and the media on fundamentally one of Australia’s oldest and most successful sports, be it through tariffs, legislation, licensing, range restrictions, environmental laws, sale of surrounding land (encroaching housing), anti-gun councils, calibre restrictions, shooting position restrictions and even more stupid, the name of a discipline, the name of a course of fire, or the “looks” of a firearm.

There are lots of questions from all of us over the ANZAC closure announcement and what the promises of past governments have been.  Rest assured, no matter what the “relocation” promises were under the old government arrangements, or if they will still be fulfilled under the new government combination, the bottom line is, and it must never be forgotten that, we are being “kicked off” our range.  In the past, shooters, because of our love of a rightfully chosen sport, have been, and still are, treated as criminals by association, and now we are being treated as trespasses.  Reality is, it is a piece of prime development water-front land at the present time ONLY because it was occupied by shooting sports for so many years.  If it weren’t for shooters, that land would probably be a concrete jungle like the rest of Malabar and Maroubra.

Any new facility must be AT LEAST equal to the ANZAC range, but most certainly better.  Recent years had the ANZAC facility be the victim of some crippling restrictions.  Consideration for a new range must be given, but not limited, to range size, firing points, mounds shape and cover, targetry (pits and target frame carriers), hours of operation (night shooting), club houses, accommodation, drive access, parking, direction (shooting south-east direction), flat fairways, drainage, security, etc...

Perhaps the replacement of ANZAC should be spread over various sites such as a multiple 1200 and 600 yard hard target ranges, each at least 100 shooters/targets wide also with various smallbore and pistol ranges (capable of IPSC and 200m Metallic Silhouette) at much talked about Menai area.  Then a fully international compliant, and long overdue, 300m electronic targets range 100 shooters wide at Cecil Park.  One would consider this as a minimum.

No matter what your shooting preferences are, the fact is that NSW has premier pistol, smallbore and shotgun ranges.  What about centrefire rifle?  Centrefire rifle ranges and the sport of centrefire rifle shooting, after such rich history, and so many underserved attacks, have certainly missed out and suffered over the past 20 years.  It is LONG OVERDUE that centrefire rifle shooting sports in NSW got a premier facility for use BY ALL centrefire rifle shooters and sports.

CAMP PERRY 2008

Must Start Planning Now

The Camp Perry National Matches are something you don’t want to miss if you can help it.  The event will be an experience you won’t forget, and an experience that will always remain with you like it happened yesterday.  Everything you want in a shooting meet is at Camp Perry – shooting, hospitality, retail therapy, lots of guns, and a lot more.  This is an “event” by every definition.

We need to start planning the 2008 trip now.  The war efforts of the US have, unbelievable as it may seem, dried up a lot of the ammunition supplies making ammo very hard to get.  Also, there is a limit on entries to the event, so first in first served.  There are always requests for accommodation, and we want to be in the most central place on base as possible.  Finally, the logistics of getting there – travel, car hire, etc.  All this needs to be sorted as early as possible, before entries open 1st April.

Please consider coming to Camp Perry in 2008.  The service rifle events start at the end of July and are run through the first few weeks of August.  If it is something you are interested in, please e-mail info@ aihpa .com with your intentions so we can get the planning ball rolling.  Take the plunge, you will love it...

EVENT RESULTS
SYDNEY CLASSIC AND SYDNEY OPEN

ANZAC Rifle Range, NSW.   2nd Dec.

80 scoring shots in 1 day, was what last Sunday was all about.  It was a fantastic day, and certainly had organisers considering a repeat of that course for some of its regular 1st Sunday of the month meets.

See all the results and some pics on the website:

http://www.aihpa.com/Events/2007/Region%20-%20NSW%20Sydney%20Classic%20Open/Results.htm

A big thanks to everybody that attended, volunteered and organised.  All present were a real credit to Sydney sporting shooting.  Well done.

EVENT RESULTS
2007 GRAND TOUR SERIES

The last 2 titles held at Sydney last weekend sealed the fate of the winners for this years Grand Tour.  Around 180 entries, from shooters around the country, and some absolutely sensational scores posted by some of the top shooters saw the contest go down to the wire.  Peter Barnier showed he is truly one of the best shooters, if not the best (many of us think so) by finishing the year of registered matches, shooting a 491/500 in the Sydney Open, and taking out top honours of the 2007 GT Series.

Congratulations also to Craig Mahoney, who until Sydney was short on attendances, but the double hit of matches allowed him to post 2 results that took him from middle of the spec 1 pack to 2007 GT Champion for Vintage Service Rifle.

Mark Guest clearly won the 2007 GT title for optical rifle, and during the year showed he is no slouch with iron sights as well.

Michael Urdas of Brisbane took out Modified Service rifle, as he has done now for the last couple of years.

Congratulations to all these champions.

Full results listing on the website:

http://www.aihpa.com/Events/2007/Results%202007%20-%20GTS%20Results%20Summary.htm

Congratulations also to all the champions and title holders for the 2007 year.  See all these at:

http://www.aihpa.com/HPR%20Champions/high_power_rifle_champions.htm

EVENT NOTICES
2008 Season – registered meets.

We have the calendar ready for 2008 and can be found on the website.  There is sure to be something to please all shooters.  Every repeating centrefire rifle type can join in the meets for 2008, and you can expect more balance in 2008 with attention given to the other much enjoyed courses of fire.  This means, more Vintage Match Courses and consolidation of the Tactical Match Courses.  All the flyers for the 2008 events will be posted soon on the website.

EVENT NOTICES
2008 Season – in Sydney.

As you may be aware, Sydney is now shooting monthly centrefire rifle meets at the ANZAC range, Malabar, every 1st Sunday of the month.  Check the calendar for meet details, bring the equipment you have and enjoy.  Spread the word, as continuance of these meets will be governed by attendances.  All details for these meets can be found at:

http://www.aihpa.com/Clubs/Sydney/Index.htm

HAPPY FESTIVE SEASON
See you in 2008.

With the festive season of Christmas and New Year on us, it is a time to share with others, but lets not forget those of us, shooters, our friends, who may have suffered during the year, or we have not been in touch with lately.  Use the phone on Xmas day, pay your greetings and share in the Christmas spirit.

On behalf of all the Executive and Committee of AIHPA, to members, guests and interested parties, please stay safe, watch your speed, don’t drink drive, load your ammo and keep the rust of the guns, as 2008 is sure to be a fantastic year and we want you to be part of it.

All the very best

David Waters

President.

Date:  3rd October 2007

AIHPA Office Bearers 2007/08

The AGM was held at Gilgandra last December.  The office bears, after all are financial with membership renewals, will remain as they were for 2006/07.  The only change is that David Waters has taken on the Sec/Tres position.

Executive
     President:                         David Waters
     Senior Vice President:    Aubrey Sonnenberg
     Junior Vice President:     Peter Barnier
     Secretary/Treasurer:        David Waters

Committee
     Andrew Griffiths (QLD)
     Bob Faunt (NSW)
     David Kelly (WA)
     Dean Dewhurst (NSW)
     Greg Mills-Thom (NSW)
     Matt Avard (NSW)
     Nick Abrahall (NSW)

QLD State ASRA Titles

QLD titles were well attended, and from all reports, ASRA again did a good job running the meet.  Well done to all.  Results are on the website.

Sydney Clash of Matches

5 years on now, and this event was held by mistake on the Sunday of the NSW long weekend.  The attendance was good, but the day was long due to the format of the event.  Thanks to everybody that helped, and all that were part of this shoot fest.  Results are on the website.

2007 Grand Tour

Only 3 rounds remaining – 1 at Tamworth, 1 at Gilgandra and the finale in Sydney (Hornsby).  If you have no results registered yet, then just getting to these 3 rounds gets you in.  The running tally of 2007 results are available on the website.

AMC to Include 100 Component

We have increased the AMC to include a 100 component.  This means the CoF now consists of 3 distances, and allows clubs historically linked to the NRA the ability to use the CoF for grading.  It’s a win all round.  Score sheets, range commands and course of fire available from the AIHPA website.

Memberships Due

Some of us have memberships due, but our records have undergone some scrambling lately, and renewal forms may not have gone out.  Please check your membership card, and if due, we appreciate your smiling face remaining with this dedicated and active shooting association acting in your best interests.

Logo Change - HPR

Following on from our AGM, we have introduced a new logo for HPR.  We are also having 1” hat pins made.  These will be available very soon.

Some members have already renewed their membership over the past couple of months.  We apologise for not sending out new cards as yet.  We are holding off sending out new cards so we can include a FREE new patch.

Clubs Holding Events in 2008

Please express your interest so the calendar can be completed.

We have a draft calendar on the website, which by no means is final, as clubs are still contemplating holding GT rounds next year.   The AIHPA titles are fixed however, but any club can run 1 annual open meet each year, which the results count towards the GT.

Camp Perry 2007

We have a very good and adventurous trip at Camp Perry this year.  There was little time for rest.  Unfortunately the 2nd week of Perry was hindered by wet weather, but it didn’t detract from yet another amazing time away.  There is a write-up with some pictures on the website.

Camp Perry 2008

Anybody interested in Camp Perry 2008 should begin planning.  There isn’t much to do, as pervious competitors will tell you, but planning early is mandatory to making the trip offer its full potential.

If you have interested in the 2008 trip, please advise your intentions before January, as we need to organise ammo no later than end of Jan, book accommodation in March, and know what is needed when it comes to flights, trips away, equipment (cart, scopes, stands, rifle, etc).  This trip will cost you under $5000 based on current exchange rates – any more $ than that, and you are suffering from too much retail therapy.

Schedule dates for Perry 08 are

- CMP & AMU High Power Rifle SAFS (Small Arms Firing School)  26-27 July
- CMP HPR Service XC Squadded Practice 27 July
- CMP HPR Service NTR (National Trophy Rifle) XC Matches 28 Jul - 1 Aug
- NRA Springfield    3 Aug
- NRA HPR (High Power Rifle) XC (Service & Match) 4-8 Aug
- NRA HPR Long Range Prone 9-12 Aug

You can shoot all or some of the scheduled matches.  Most Australians just shoot the CMP and NRA XC weeks.

We are currently campaigning for “grants” to go to Camp Perry as we are effectively representing Australia as a team.  We have had great success at finding a team shirt provider, who will supply the Aus team shirts at cost, and sell additional team shirts with profits going to the team.  These profits are estimated to be around $2,000, and will be given to team members to offset the costs to attend Perry.

Range and Pit Briefing

We have standardised on the range and pit safety briefings.  These briefings may be modified slightly for specific event details; however they should basically remain the same.  Both briefings have been attached to this email.  Please review them as they are for your and everybody else’s safety.  As they also contain some general information, they will also help you to remember some of the basics when running meets.  These documents will always be “work in progress”, so please be aware that updates may come unannounced.

RIFLE SPEC PROPOSAL
SUB-SPEC  5a

2 weeks or so ago there was a proposal sent out for rules surrounding Sub-Spec 5a.  A lot of suggestions have been received over the proposal of Sub-Spec 5a, and interestingly some arguments against have turned in favour once it is understood what this SUB SPEC is for.  Let it be said that anybody who goes out and builds or buys a rifle to win Sub-Spec 5a is not doing themselves or their bank account any favours.  It is a spec that will ONLY be run at the Nationals, or at the discretion of organisers.  It is ONLY for those who have an old faithful they want to bring out for some fun during a XC service shoot, or AIHPA meets.  By no means will the rules be set to ensure the majority of optical rifles fit into 5a, as Spec 5 is what people should be focusing on.  It seems this concept is now pretty well understood and that the rules set out below seem to wrap up the majority of input.  Please review and again email back your thoughts.

Spec 5a Sporter Rifle – Optical (Unclassified/Open)

REV 1

Any commercially available or ex service issue centrefire bolt, lever or pump action rifle, fitted with optical sights, not weighing more than 5kg with all attachments (magazine, scope, etc) (except sling).  The rifle must have no adjustability (stock, weight, counter-weights, grips, sling points, butt plate, cheekpiece, etc) to assist shooter comfort or shootability.  Max width of sling must not exceed 40mm.  Use of handstops is not permitted.  Barrel must not exceed 25” or 635mm in length, and must have a muzzle diameter, after a consistent muzzle end taper of at least one third its length, of 0.7” or 16.5mm.  The scope magnification must not exceed 9 power (variables must be taped).  The use of coats and a glove/mitten is not permitted.  Rifles competing in Sub-Spec 5a also compete in Spec 5.  Remember, even when shooting Sub-Spec 5a, you are still shooting Spec 5.

AUBREY SONNENBERG
UNBELIEVABLE PERFORMANCE AT THE NSW RIFLE ASSOCIATION 2007 QUEENS

Congratulations to Aubrey Sonnenberg, AIHPA Senior Vice President, who WON the B-Grade Fullbore NSW 2007 Queens last weekend, and finishing equal 11th overall of around 200 shooters.  What an extraordinary effort of a dedicated sporting shooter.  It was Aubrey’s first Queens, and with the bug now bitten, it surely won’t be his last.  Check out the full results at www.nswra.org.au

NEW RIFLE PROJECT – KEEP ‘EM COMING…

A fellow New Zealand shooter has tricked up a Ishapore rifle and an update is on the website.  Visit it at www.aihpa.com

Please take some pics of your project, and do a quick write-up about it and send it in to us so it can be posted on our site.

SYDNEY CLASH OF MATCHES
START LOADING, FOR A BIG DAY…30th September – 7.30am sharp.

It has only just been realised that this match falls on the October long weekend.  It is a first Monday rule, not first Sunday rule, that caused the confusion during planning.  For any shooters not going away this long weekend, please support this meet, as it was rescheduled a few months back and its future depends on the numbers we get.  Please encourage everybody with a repeating rifle, hunting, sporting, service, match or other to come out and have a go.  If you have never been to one of these, then this is one to try.

SHOOTER FEEDBACK REQUIRED
PROPOSED RULE FOR SPEC 5a

At the AIHPA AGM in July, Spec 5a was agreed to be introduced if we could come up with a clear definition of what Spec 5a should be.  In principle, Spec 5a is a sub-spec of Spec 5 to cater for the person with the old standard Fox Brno 222, etc.  In the latest terms, it might be a Tikka T3 Lite (not the Tikka T3 Varmint or Super Varmint which can certainly hold their own in Spec 5).

Being a sub-spec, it means Spec 5a need only be run when a host decides to (demographically, some clubs have more of these types sporting or hunting/field rifles than those of a pure match/target nature (as one might perceive to be the case)).  At this stage, I would suggest this class definitely be run at the Nationals, and at State Titles depending on numbers and if hosts agreed.

The future of shooting depends on being "inclusive" where ever possible.  This Spec 5a might bring in a few more shooters, and even cater for the parents with juniors using small or light rifles while in their early years of shooting.  You never know, that junior practicing in this spec may just win a national title in years to come...

Your input into this is appreciated.  We don't have a time frame on when this needs to be finalised, so please think about it and let us know your thoughts.

Simon Ross, of ACT, was given the task at the AGM to start the process of forming a rule for Spec 5a.  He looked at the already existing field rifle rules and made some recommendations.  These recommendations, plus some input from other shooters has resulted in the following:

Spec 5a Sporter Rifle – Optical (Unclassified/Open)

Any commercially available or ex service issue centrefire bolt, lever or pump action rifle, fitted with optical sights, not weighing more than 5kg with all attachments (magazine, scope, etc) (except sling).  The rifle must have no adjustability (stock, weight, grips, sling points, butt plate) to assist shooter comfort or shootability.  Trigger must be factory standard, and no lighter than 1kg.  Max width of sling must not exceed 40mm.  Use of handstops is not permitted.  Barrel must not exceed 25” or 635mm in length, and must have a muzzle diameter, after a consistent muzzle end taper of at least one third its length, of 0.6” or 15.3mm.  The scope magnification must not exceed 9 power (variables must be taped).  The use of coats and a glove/mitten is not permitted.

HPR LOGO CHANGE

Effective Immediately

As some of you may be aware, the old logo carried some contention.  Some debated the origins, while others debated the types of rifle (AR15 not legal any longer, No4 should be No1, US flag (why), etc etc).

AIHPA is a group of members, for members, by members, for the benefit of service and positional shooting, and we listen.  Things don't always happen overnight, but if the idea is doable and correct, it gets done...eventually.

To that end, we now have a NEW logo which the draft was first shown at the 2007 Nationals, and accepted at the 2007 AGM.  It is now in circulation, and on our website.

As time goes by, eventually it will filter through the necessary channels.  The new logo is already through the website, and will find its way onto the next run of grade cards, etc etc (when all the old ones are used up).

The HPR Patch will be updated, and every membership renewal, or new member, will receive one FREE.

The HPR Qualification patch will remain unchanged as described at the AGM, due to the qualification being an NRA system.  Again, this is open for debate - it's your association, it's your sport.

Keep 'em in the X.

Dave

President

Meet commands.

We all know how frustrating it can be to go from shoot to shoot, even if at the same range, and have different procedures, commands, setups, etc, when all we want to do is shoot and have a good time without any annoying surprises.

Basic range order call sheets have been created that generally, but perhaps not entirely, list the basics for a meet to run, following certain courses of fire.  We hope these will assist shooters and ROs to know what to expect during strings, matches and events.  These may also assist new comers to RO duties, etc.

By no means are these complete, suit EVERY range, or specifically detailed that "anybody" can pick up the commands and run a meet - there is still knowledge, experience and understanding of safety, rules, conduct, capability and surroundings for consideration to actually run a meet (this will never change).  Also, these commands may not be suitable for every range or situation, so please review them and use at your discretion or choice.  Finally, these commands do not replace a safety briefing, which is a good practice to give before every meet, and these commands do not replace rules or common sense.

The basics of these commands is:

- to help organise shooters and markers, and hopefully efficiency

- to introduce what is about to happen

- to help remind the RO of what basic commands should be said (plus others, if any)

- to assist the running of strings of fire

- to fairly offer uniformity for string-to-string/match-to-match conduct, and help fair time be given to each competitor for:

        - preparing to shoot
        - loading
        - shooting
        - seeing shots
        - receiving results
        - challenging scores
        - etc etc.

- to help the meet proceed in a timely and efficient manner.

Although these may not be suitable to ranges, bodies, or individuals, they may be copied and amended to suit a particular range (eg a range without pits) or match - but, at least, the foundations are there to build from.

If in doubt with these call sheets, check with an experienced RO.

Freely distribute, and enjoy the work done by our volunteers.

These may also be downloaded from our website www.aihpa.com

NOTICE OF AGM

Note the AIHPA AGM will be held on 19th May 2007 on the Tamworth range at the close of the day’s proceedings.  All members welcome.

2007 NSW STATE ELECTION

We hope the NSW 2007 state election results will be a breath of fresh air for shooters.  The Shooters Party managed to secure another, a second, seat in the NSW Upper House.  Roy Smith, the successful candidate, and past SSAA NSW Executive Director, SSAA National Secretary, SSAA National Board Member and SSAA Sydney Branch President, has promised to lead the charge to fight back for the rights of shooters and contest unjust laws and regulations against shooters.

The successful Shooters Party outcome at the state election will have some additional strength and impetus to fight the anti-gun parties (which continue to get stronger and stronger).

Keep an eye on www.shootersparty.org.au for updates.

REVISED CALENDAR

Who crossed the black cat?  We have been very unlucky with our events this year.  3 of the last 4 have been washouts.  With this now behind us, the rest of the year should be fantastic.

A calendar for the remaining events is enclosed.  We hope you can all attend the remainder of the events.  Spread the word.  Bring a friend.  All licensed shooters welcome to these meets.

Please review the calendar, as some washed out events have been rescheduled, others moved to suit host clubs, and some titles have been consolidated, etc.

Please help by forwarding copies of the new calendar to your shooting friends.

UPPER HUNTER SEPTEMBER MEET CANCELLED

After a very disappointing weekend away in March, we have cancelled the scheduled September meet at Upper Hunter.  Please note that this not at our request, but it must be done to protect the best interests of our members.

At our March meet, a partial property owner thought it was wise to venture into the range danger area, while the event was in progress, and begin spraying weeds.  The person in question has had complaints written to the SSAA regarding the poor actions by some of those who attended March meet.  The SSAA have expressed their disappointment, but no further action can be taken.

We have to feel sorry for the organisers who put so much preparation work into this meet, to only have it cancelled due to actions of 1 person – who happens to be a shooter and SSAA member.  Maybe one day, we will finally begin to all work together?

AIHPA NATIONALS and ASRA NATIONALS at Tamworth.

Now, also, includes AIHPA Australian Masters.

The National matches takes place at Tamworth 18-20 May.  The flyer is attached.  Please put in the effort for this extraordinary event, and the first time, in true service spirit, that AIHPA and ASRA have come together in a sign of united support for the service discipline.

The Australian Masters have been consolidated into the National event.  This is a similar practice at the largest service rifle event in the world – Camp Perry National Matches.  The results are taken from the International Match Course results, but only using the slow fire standing, rapid fire prone and the first 10 shots of the slow fire prone strings - in summary, it is a 30 shot match.

Please spread the word on this meet.  We want to see a strong showing, and shooters supporting the shoot that supports them.

NSW STATE TITLES - GILGANDRA

With the cancellation of Upper Hunter, the NSW State Titles have been moved to Gilgandra in July – 13, 14 & 15.  Gil is a fantastic venue, so we hope the event will be a great success, and you will all heavily support the meet.  Don’t forget, this is a very easy meet for the travellers thanks to the local accommodation and catered meals.  What a place!  Come and see, try, do, enjoy…

UPDATE ON AIHPA DISCUSSIONS WITH NRAA

There are some rumours making the rounds that began as nothing more than a simple question, which now one would think the sport is at an end.  This couldn’t be further from the truth.

NSWRA sent out letters to their clubs stating that shooting standing beyond 100m is not permitted on reduced danger area (RDA) ranges.  This is an NWSRA letter to NSWRA clubs only.  This does not apply to the SSAA, and the SSAA has rejected it.  Registry acknowledge standing can be shot on RDA ranges out to 300m, and “experts” agree this is allowable.  We hope NSWRA will accept the advice of experts, and will make the necessary steps to have standing back to 300 allowed on their RDA ranges.  Note this not only affects service shooters who want to shoot standing 200 (IMC, 303 postal shoot, practicing the Australian Army Elementary and Basic Rules (1965) “Open Range Qualifications Practice” shooting etc), but also affects the ability for the Australian Shooting Association to shoot ISSF 3P (an international discipline with around 100 years of history).  Hopefully the NSWRA ban will be lifted very soon, as it is hard to understand exactly what the ban was put into affect for?

The NRAA met a couple of months ago to consider AIHPA.  It was put to its 9 members (each state and 2x QLD bodies) for a vote.  3 voted for it, 1 undecided, 1 did not vote and 4 against.  We have word that 1 of the against votes would now vote in our favour, so we hope for another shot at AIHPA acceptance.

Since the NRAA meet, the number of stories and misinformation circulating is amazing.  We have written to the NRAA to put our case forward with facts, and we hope to be given another fair chance to show that we are acting in the best interests of shooters, the sport, the members and them.  There is no doubt that many members, and administrators, of the NSWRA are very helpful, and willing to accept this 3 position course that is suitable to any target shooter, and will certainly compliment the NRAA suite of shooting styles.

KAKODA TRACK – ORGANISED TRAVEL AND WALK

EXPRESSIONS OF INTEREST

A few historians and sentimental members would like to organise a Kakoda Track walk.  Dates, travel, etc all have to be organised yet, and agreed on by interested parties.  At this stage, we would like expressions of interest.  Please email us at info@ aihpa .com with your interest and suggestions.

MEMBERSHIP…

Renewals may be coming up for some of our members.  Please keep an eye on your membership card, and if the date of expiry is coming close and you have not received a renewal, please drop us a line.  You continued support of this strong sports drive shooting group is very much appreciated, and well received.

Please encourage others to join our association.  Enclosed is a membership form which you may make copies of and hand around at your leisure.

ASSOCIATION ORDER – PRACTICES...

SHOOTING OFF-HAND (STANDING)...

We are all annoyed that the sport of shooting has become so heavily regulated, and so many rules are placed upon such a simple sport.  I mean, when you really cut it down to the nuts and bolts of the shooting sport structure, its fundamental rules should be 5% of a Rugby rulebook in comparison, but they certainly are not.  Shooting off-hand is, however, becoming MAJOR concern, for good reason, and some requirements to ensure this practice is carried out safely is worth a mention.

Ranges require a safety area.  This area is to catch ricocheted bullets.  The size of the safety area depends on agreements with authorities on styles of shooting, positions of shooting, calibres used, and range surroundings.  Most ranges in NSW are a Classification Reduced Danger Area (CRDA) layout/design.  The CRDA layout, as opposed to a full template (often referred to as a Nato, or 7.62), means your bullets are shooting into a “stop butt”, and not just flying down the range until the come to a rest on the ground.  The stop butt is the key to the size of the range danger area required.  For this reason, the general rule that all “loaded” rifles MUST point at the stop butt comes into play.

When shooting off hand, you will often see novice or new shooters load the rifle, close the bolt, then put the rifle to the shoulder and finally acquire the target.  In most cases, shouldering the rifle can see the muzzle point over the stop butt, and if the rifle were to discharge at that point, the bullet might travel beyond the range safety area.  However, this bad practice/habit is not just seen when shooting off-hand either.  Most prone only shooting you will see at any range, the shooter will reload the rifle with the rifle butt on the ground at the time of closing the bolt.  So you must be diligent with the bad habit at all times.

If you have reach problems cycling the bolt when in position, you may wish to start the closing of the bolt, but then fully close the bolt when in position.  This is a common practice that many ranges allow.

It is a standing order of this association, that ALL shooting should be conducted to follow the practice of a loaded rifle being pointed at the stop butt at all times.  It is our recommendation that captains, clubs, event directors, etc, mention this at event briefings.

HAPPY NEW YEAR!

Hopefully you all had a safe and happy festive season.  With the festive season so dedicated to binge eating and socialising, we have laid low on the correspondence, but being the start of February, and only 1 month before the shooting starts for 2007, it is a good time to make contact with you all.  But, this will be kept brief to a few important announcements that immediately concern us.

So read on, please, and help spread the word of shooting, XC, and the social happiness we experience when we all show up and see old friends, or make new acquaintances.

Happy reading…

CAMP PERRY 2007...
START PLANNING NOW!
Note:  WE NEED FINAL NUMBERS BY MID MARCH 2007 to book accommodation, organise ammo and team shirts (which look sensational this year).  Please let us know ASAP…

The National Matches, considered America's "World Series of the Shooting Sports", have been a tradition at Camp Perry, Ohio since 1907. Each summer, the nation's finest civilian and military marksmen and women square off for five weeks of rifle and handgun competition in a variety of formats and events. Visit the Camp Perry web site http://www.cpmr-oh.org for information on this historic location and a listing of events being conducted there.

Here is your chance!  Are you interested?  If you are interested in going to Camp Perry in 2007, then simply contact David Waters and let him know.

The whole trip will cost you around A$5,000 which includes flights, ammo, accommodation, transport, food – the lot!  However, the more you spend, the more you will either do, or come back with!!!

Specially note that there are a few shooters who want to stay in huts to keep costs down, so this will cut the bill back to $4500 easily.

Team AIHPA will organise accommodation and your trip itinerary with flight details, and event bookings etc.  All you will need to do is let us know you want to come to Perry and we will take care of the rest.  Up-front expenses before the event will be paying your entry fees (approx $500), ammo requirements (approx $500), flights ($2000) and accommodation deposit ($200 deposit, $500 balance).

Don’t worry about rifles etc for this event, there are plenty of AR15’s etc to borrow – which all of them shoot very well.

Hope you decide to come for an experience of a lifetime.  Your next trip won’t be your last!

2007 NATIONALS

CHANGE OF EVENT AND DATES

The 2007 Nationals have changed venues due to unforseen circumstances.  These are being sorted, and we are all hopeful that Coffs will put on a huge NRA week for us in 2008.

The details of the Nationals are yet to have the specifics ironed out, but at this stage they will return to Tamworth to couple with the ASRA Nationals 18, 19 & 20 May.  Please stay tuned for the formal announcement.

CLEANING YOUR LOADING GEAR

NOT JUST THE RIFLE

After we finish shooting, we can spent plenty of time cleaning the rifle, the bolt, etc, but we don’t clean important other equipment that all goes in to make up accurate shooting.

Dies and shell holders should be cleaned before use, and probably best to also clean after.  They can easily accumulate a build up of dirt and debris which can then mark cases, cause cases to stick, and also deform cases taking away any concentric related accuracy.

Keep your equipment clean, and that is one less thing to worry about when it comes to the scoreboard.

BRING YOUR GEAR
EQUIPMENT CHECKLIST

We all know when one has a shoot coming up in a matter of days, last minute jitters may set in over the possibility of forgetting something you may need.  Typically, the item you forget is one of the most critical.  You then get in the car ready to departure, go a few k’s or so, then you think “oh know, that’s what I forgot!”.  It is annoying, but happens to be best of us, regularly.

The AIHPA website has a checklist of the basic shooting equipment you should take to a shoot, things you must have, things you should have.

On-line checklist - click here

If you can think of anything that needs to be added to the list, email us at info@ aihpa .com

Whatever you do, don’t forget for the few closed events this year, you need your membership card.

SAFETY, THROUGH TRAINING
NOT RULES.

We are all licensed shooters, we all had to do our safety awareness test, and we all consider safety one of the most important factors when attending a meet.  Lets not go overboard in one area, letting all other area’s of safety be forgotten.

-         We tell people to have eye and ear protection when working the pits, to only have people slip and fall because they are not careful doing something else.

-         We tell people to make a rifle safe and having it inspected, yet we aren’t concerned about the meat ants that may populate a firing point that a shooter might be critically allergic to.

-         We make an issue about squib loads.  So we encourage the alibis rule so people are NOT tempted to chase the stuck projectile with another.  Yet shooters will then complain about time taken to run an alibis relay.

All these issues, and many more, are about safety.  Remember the golden rule:

“SAFETY FIRST, LAST AND ALWAYS”

Safety first, last and always applies to ALL aspects of a shoot – parking under trees, kids on the range, dogs, ammunition, equipment, knowing your exits in case of immediate evacuation (bushfire, flood)....the list goes on.

On the other hand, we seem to be policing things that have absolutely NOTHING to do with safety, and if anything, inhibit our ability to run an efficient, affective and enjoyable meet.  Clearing a rifle for example, means ensuring there is NO ammunition in the rifle – the ONLY time ammunition should be in a rifle is when you are about to shoot.  To take things to extremes where it is insisted that magazines and stripper clips are also empty has got me completely mystified, as it is the most ridiculous thing ever heard of - it is a complete, and ridiculous, waste of time.  What is it for, and meant to achieve?  In fact, nearly EVERY place in the world insists the shooter BE READY to shoot at all times, and it is normal to have magazines and stripper clips loaded.

Lets put energy into controlling the event, and not the licensed and qualified shooter.  If the shooter is not familiar with local safe practices at a range, then apply the safety through "training" and help the shooter understand requirements. Likewise, if you are a new shooter to a range, and are not familiar with practices, then it is best for all concerned to ask.

REMINDER - RIFLE SPEC 1a
SUB SPEC OF 1 FOR COMMONWEALTH ISSUE SERVICE RIFLES.

High Power Rifle is one of the largest Service Rifle disciplines in the world – by numbers, it is one of the largest rifle disciplines period.  It is important that AIHPA maintain Australian service rifle history with roots of the commonwealth issued rifles such as the No.1 SMLE 303 etc, just as the CMP and NRA has done with its counties historical service rifles.

Sub-Spec 1a is a Std As-Issued (unmodified in any way) Commonwealth No.1, No.4, No.5 or No.6 that must be in 303 calibre.  For the full rule on Sub-Spec 1a, click here.

From 2006, the Australian Nationals, Australian Masters and ANZAC Memorial formally recognised the highest scoring shooter who used a “Spec 1a” rifle.    The champion title holder for this rifle specification will be recognised on the champions list.

Note that the shooters categorised as shooting Spec 1a ALSO are eligible for the Spec 1 title and any rewards that spec may offer.  1a is a sub spec only, not a separate spec.

State, Regional and club events may recognise Spec 1a at their discretion - typically depending on entires.

AUSTRALIAN INTERNATIONAL ARMS
M10 Reproduction of No.4 and variants

The committee has ruled (some 18 months ago) that the M10 faithful reproduction of as-issued military/service rifles will be permitted to compete under Spec 1 (not Spec 1a).  The M10’s in question are NOT the type with sport stocks etc, but only those M10’s that are a faithful reproductions that copy the original specifications and external dimensions of the original issued rifle.

We believe this is a fantastic initiative, as it allows our historically driven shooters to have the option of actually using a NEW rifle rather than spending countless hours trying to find an ex-service rifle with inherent problems and inaccuracies that can be costly, and sometimes impossible, to overcome.

M10 variants of as-issued rifles that are not reproductions may have the rifle fit into Spec 2 (Modified) if the rifle still retains an authentic service rifle appearance.  Otherwise, it will move into the open category of Spec 3.

AUSTRALIAN SERVICE RIFLE ASSOCIATION (ASRA)

www.servicerifle.com.au

AIHPA has a strong relationship with the Executive of ASRA, and we enjoy attending each others fantastic events which all AIHPA members and ASRA members are welcome, and encouraged, to participate in.  Many shooters are members of both associations, capitalising on the best cenario for your shooting future.

Greater than previous years, 2007 has 4 scheduled ASRA major shooting events containing HP, all of which hold a strong history with ARSA.  Namely, these events are the ASRA QLD State Titles, ASRA Brisbane Championships and Australian Shooting Games (sponsored by QLD Dept of Sport, but run by ASRA/QMRC).

Exciting news!  In 2007, the ASRA Nationals will be held at Tamworth in May, which doubles as the AIHPA Australian Open.  It is a perfect coming together for all our members and visitors to enjoy.  We hope you will support this event, in every way possible.

ESPECIALLY A MUST FOR SCOPED RIFLE SHOOTERS

(or shooters having trouble to reach the trigger)

Positional shooting is a challenge at any time.  Many shooters will take most of their shooting life to master a single position.  When it comes to the 3, or 4, unsupported positions, some may claim their want to master them all, but typically, as time is the depending factor, we will compromise time over all of them.

Shooting standing has the body in a very upright position, at least it should.  This is to balance your inner-ear keeping you in horizontal equilibrium.  However, when shooting standing, your scope is the furthest from your eye.

When shooting prone, your are laying into your rifle, the rifle butt is typically under you, resulting in your eye being closest to your eye.

Sitting, the distance between your eye and scope is somewhere in between.

See the point already?

Your rifle is fixed, your scope is fixed, and eye relief is fixed.  What is the variable?  You holding the rifle in the same place, and straining your neck for eye relief...right?

Shooting well, like anything we do well, is all about being as natural as possible while doing it.

David Tubb designed an excellent 4-way adjustable butt stock.  This butt stock allows shooters to shorten or lengthen the stock for pull length, eye relief, shoulder fit, and shoulder surface coverage – all very important issues to shooting.

While shooters continue to spend hundreds, and thousands, of dollars on equipment, ammo, days at the range practicing to master the unconquerable, a small one off investment in such a perfect and important shooting addition is a no brainer.  Buy once, cry, then laugh every time you shoot...

ECI's
EMPTY CHAMBER INDICATORS

When it comes to a successful meet, time is always a determining factor of success or failure.  There are so many pet duties clubs evolve into menacing and ridiculously overburdening duties, that shooting, frankly, becomes a painfully boring and over governed exercise that many would rather give up.  Our governments work against us, so it is plainly ridiculous that we work against ourselves also.

Clearing a rifle is a VERY easy task.  Yet, I have seen rifles PHYSICALLY TAKEN from the arms of shooters,  held to the sky, and some person stick they head against he rear of the receiver or butt to look up the spout to check the rifle is clear, and no round is left in the chamber.  Outright crazy and very dangerous.  What if there was a round in the chamber, and it was discharged?  The round could go anywhere and the rifle would come leave a nice bruise on the person clearing.  Not to mention, that the person taking the rifle from the shooter is immediately assuming responsibility of the firearm, so, if it DID discharge and kill somebody, who is responsible – the clearer or the shooter?

STOP taking matters into your own hands by exercising stupid practices.  Rifle shooting is a sport that has hundreds of years of history, around the world.  The NRA in the US is one of the most experienced in the world.  So, how do they do it?

The NRA expects a shooter to have an “Empty Chamber Indicator” flag put into the open action which holds the bolt open, and the ECI step protrudes into the chamber, while a bright yellow tongue hangs out the side of the receiver.  This exhibits a clear firearm, and any safety officer can easily see the ECI has been inserted.

AIHPA encourages all shooters to poses an ECI – you never know when you may need one.  They are only a few bucks – very cheap insurance.  Note that some events will require an ECI as mandatory.

ENGLISH LANGUAGE
NOT A WEAPON

Political Correctness is a topic most of us roll our eyes at.  Agree with PC or not, using the term “weapon” to describe ANY apparatus used in our sport is completely unacceptable.  Please learn to use an appropriate term to better describe your equipment, and there are plenty of them.

ANOTHER YEAR OVER (2006).

After Gilgandra last weekend, we have completed another year of fantastic shooting, and the NTS results for 2006 have been finalised.  Results below under relevant section.

GILGANDRA

Cooee Cup and Australian Masters

Because the July Australian Masters at Gilgandra were washed out, in the worst drought the country has ever suffered, mind you, the AM were moved to the Cooee weekend last week (8-11 Nov).  The event was one of the best run events ever, and all were well accommodated.  4 days of shooting is certainly a welcome addition to those with an itchy trigger finger.

Unfortunately we had to cut Sunday short.  Well, we didn’t have to, but it was decided to because of the terribly windy day, with winds gusting to 22MPh.  Due to drought, dust was a major problem over the last couple of days, and malfunctions occurred with some equipment.  To avoid further, or worsening, the problems, the day was called.  Also, the final event on Sunday would have taken a long time to complete due to the wind, making it a very late pack up for the weekend.

Next year, the Sunday vintage match will be the Aussie Deliberate, Rapid and Snap on figure targets.  This should avoid loss of time for target change-overs, and is in good spirit of the discipline.

Full write-up and results found on the website.

2007 CALENDAR

The 2007 calendar has been completed, and it looks fantastic.  There is a new addition to the calendar being the Hunter Valley rounds (see Hunter Valley section in this N/L) which are a welcome addition to the calendar.

The shooting year, however, has most of the events evenly spaced out for most suitable convenience to all parties.  Please study the calendar, and mark out your most likely events to be sure you at least qualify for the NTS (need only 3 rounds, per rifle spec).  And, you are welcome to contest the NTS in each rifle spec.  Shooting 2 specs at the 2-day XC events is a double opportunity to submit scores to the NTS.

We are waiting for date confirmations of 2 QLD based events.  More when info comes to hand.

Note that the calendar is subject to change, and one should always check the calendar on-line to be sure of possible late changes.  Alternatively to checking on-line, call AIHPA.

VIC STATE TITLES POSTPONED.

There are very few ranges in VIC that have pits and allow 3 position shooting – most pit ranges in VIC are prone only.  The few that are 3P friendly either require baffles, or are a long way from the mainstream of positional shooters.  Therefore, we have made the decision to postpone the VIC state titles until further notice.

We are working on arrangements with VIC to again host a state title there, but hopefully one that is economically beneficial to the discipline, and the shooters.  More news on this when something is arranged.

UPPER HUNTER

Just a couple of years ago, we had some fantastic meets at the old Fairlight range.  Since our last meet there in early 2005, the range was closed.  Thanks to Barney H, Eddie H and Upper Hunter Pistol Club, the range has been re-opened to rifle competition, as Upper Hunter Range, and we have been invited back with open arms to utilise their facility, for a great variety of positional rifle shooting - run for shooters, by shooters.

In 2007, the range will be hosting 2 sanctioned matches - the NSW State Titles and Upper Hunter Open.  Hope you will all welcome this venue back to our calendar and support the scheduled meets with your attendance.  There is shooting, camping, shooting, BBQ, shooting, fantastic scenery and more shooting.

TACTICAL SHOOT

Over 2005 and 2006, we ran a challenging tactical shoot course of fire on the X-ring targets that proved to be a lot of fun.  5 sighters, then either 20 or 30 shots for record.  10 shots slow fire (deliberate) then 10 shots single snap and 10 shots double snap, or combinations of.

Course of fire is on the website for outline.  Although it is not an international event or course, we have adopted it as an Australian course of fire.  We all have a scoped rifle somewhere, so a course like this is a welcome addition for those who wish to try “something different” and fun.

http://www.aihpa.com/Courses%20Of%20Fire/course_of_fire.htm

RANGE & PIT COMMANDS

We have standardised on the range commands to increase consistency from shoot to shoot and hopefully build familiarity amongst the shooters.  This proved to be exceptionally successful at the recent Gilgandra Cooee Cup.

We cannot insist on any host club use these commands for local events, but all sanctioned matches will be run using these commands, otherwise the sanction will be threatened.

List of these commands can be found on the website in a downloadable .PDF document.  Knowing these commands with knowledge of shooting will make a more enjoyable meet for all shooters, and is one less thing to occupy your mind before attacking a shooting string.

We ask all shooters to download the standard range and pit commands for review and familiarisation.

CLASSIFICATION (GRADE) CARD

Over the last few events, it has been noticed that people seem to be behind in keeping these cards up to date.  Don’t forget your grade card, and getting it updated, as these are your records of event results.  Keep them up to date, and be sure to ask questions if there is anything you are unsure about.

QUALIFICATION

Don’t forget that AIHPA now rewards members with qualification rocker (patches) trophies for FREE.  Keep your grade card up to date with the results from sanctioned matches and you may claim any earned rocker patches.

SLING

A sling is as important as the sights on your rifle.  Without it, making every shot count to the best of your ability and the limits of your equipment can never be developed to full potential.

A sling is as much a target shooting implement as it is a tool to carry your rifle.  Almost all slings sold in shops are for the purpose of carrying, not shooting.

A locally made sling for the purpose of target shooting is a Bespoke sling, made by Graham Harries in Tamworth.  They are leather, come in 2 lengths (54” & 60”) and tan or black.  Email info@ aihpa .com to get yourself one of these slings for a cheap price of $70.

Get yourself a sling, and practice with it over the break so you are ready to go in 07...

FROM THE PRESIDENT

David Waters

Welcome to another newsletter, a newsletter well overdue.  I have been so busy over the last 6-8 months, that I lost track of time.  After my 4 weeks away in July/August for Camp Perry this year, which was AMAZING, then work travel following directly after, my return to Australia was not a relaxing one.  The back up of home work, shooting work (trying to organise 2007) and business work (a desk piled with work touching the ceiling) took 3 months to clear.  But, now, finally, I think I’m back on top of things, and have finally had a spare few hours to string this N/L together.  I hope they will be more quarterly in the future.

Many thanks to all the hard working volunteers, club captains, dedicated shooters, presidents and interested parties for the support this year.  This year has seen relatively low numbers at meets, but that has been the case for all forms and styles of shooting lately which, when you think about it, is a shame.  Lets hope for a complete turn around for heavy attendances in 2007 – but it will take help from all of you.

All the best wishes, and hope to see you soon.

Dave

CAMP PERRY 2006

A write-up for the trip, along with pics, has been posted on the website.  It is not a complete write-up because it would take months to do the event justice.

We had only 6 Aussies go to Perry this year, but we are hoping to have a lot more next year (2007).  Please make an effort to be part of the team.

Australians are treated like royalty by our friends in the land of the free, and unless one has been there to speak with first hand experience, then the best thing to do is get there and see it for yourself.  More soon...

CAMP PERRY 2007

Start Planning NOW!

There is little doubt that attending the National Matches at Camp Perry Ohio will be an experience one will never forget.  The main hurdle is making the commitment, and the retardant in that commitment is the unknown.  We now have over a dozen people that have experienced CP, many of those as late as this year, who will be more than happy to answer any questions you may have for planning your trip.

Costs to attend CP are relatively cheap, all things considered.  Assuming one visits the US to shoot the matches only, the trip should cost no more than A$5000.  If you are not equipped for a big shoot, with equipment such as scope, cart, coat, stand etc (and you will need these), then we have good contacts and experience over there to buy these things at minimum price (then you have them for life) or borrow most of it.  Comparing the price of this trip for 2 weeks of great shooting on the other side of the world, to a domestic holiday – it is VERY cheap.

Team AIHPA will organise accommodation and your trip itinerary with flight details/bookings and event registration.  All you need to do is let us know you will be part of the team for Perry and we will take care of the rest.  Some up singled out costs are entry fees (approx A$400), ammo requirements (approx A$500), flights (A$2500) and accommodation ($A200 deposit, A$700 balance).

We have contacts to sort you with rifles (AR15’s), so you can have the time of your life with a semi.  And, if you want to shoot the big banger M1 Garand’s, M14’s etc, then we can help you there also.  Why not experience shooters paradise, retail heaven, another culture, another event, another scale, another world...?  Your next trip won’t be your last!

2006 MEET NUMBERS

Lower than normal.  We need to turn it around!

The competitor numbers at our 2006 meets have been well down on previous years.  This is also common across all other disciplines - looking at the results to see for yourself matter what the hype may say.

AIHPA is all ears to listen to genuine ideas on getting the people back to the shoots, and having a go.  Also, we’d like to see your support and encouragement to inexperienced or new shooters to try out our sport.  However, and please consider this, that shooting is YOUR sport, and its success or demise is directly responsible to each and every shooter – YOU!  In order for your sport to survive, you need to help in any way you possibly can.

POLITICS

Up-Coming 2007 NSW State

As we should be aware, March 2007 is an important day for NSW shooters.  We will see the NSW State election battles between parties contesting the Upper and Lower House.  Roy Smith, Executive Director of the SSAA NSW is running for MLC (Upper House – Legislative Council) under The Shooters Party banner.  AIHPA has written a letter to Roy asking for his views on our sport from a target shooters perspective.  When we hear back from him (it has been 1 month now without reply) we will let you know the details of his response, if it comes.

MEMBERSHIPS

Changes to Fees.  Renewals are due.

When AIHPA started, it was a touch and feel approach, and so far, things are good.  We are using less money to run the Assn than planned, so we have since reduced the membership fees.  Now, the fee structure is as follows:

Joining Fee:                $20 Joining Fee, includes first year.

Additional years:      $5 per year (add to Joining fee – any

                                         multiple).

Renewal Fee:                       $5 per year, in increments of 4 years ($20).

Note that ALL current members have had their expiry adjusted to reflect this new schedule, and a new membership card will be sent out to you in time.  However, all those who joined for 1 year ($20), your expiry is per your card – please get your renewal in.

JUNIORS FREE.  Juniors receive free membership to AIHPA, provided they don’t turn 18yo before 6 months of the membership date, and are ineligible to vote.  Juniors receive member merchandise at discounted prices.

At just $5 per year, we hope everybody who is interested in shooting will join AIHPA.  Every membership is a benefit, every membership a donation.

PLEASE GET YOUR RENEWALS IN TO US.  For $5/year, why not?

SPOTTING SCOPE

KONUS KONUSPORT - GREAT VALUE!

– by David Waters

On my 2005 trip to Camp Perry, I carted over my $2,500 Leica scope, and spent the whole trip worrying about it.  The travel, the handlers, the carting to and from the firing line, exposed to the weather etc – it was an undercurrent of constant concern I could have done without.

This year at CP, 2007, I had pre-purchased a Konus Konuspot 80 spotting scope over the internet for US$179 (approx A$240) incl freight to anywhere in the US.  These scopes sell for around A$370 here in Aus.  It has an angled eye piece and power ranges from 20-60.  I compared this new cheap scope of mine side by side with a Leica and a Kowa.  At 15% of the price, it was only 10% behind in optics.  AMAZING!

Every shoot I go to, I encourage people to get themselves a scope.  A scope is a CRITICAL piece of equipment in your shooting kit, and is a key item in steps to being an accomplished marksman.  If you don’t have one yet, then this scope deserves consideration.  Note if buying this scope from US, you must add freight, which will cost around A$40-50.

GUN MAINTENANCE

Lubricate Your Bolt

Just as important as cleaning your rifle, or loading your ammo correctly, it is important to keep your bolt lubricated.  There are many specialist rifle lubes out there, selling for all prices, but a simple trip to the local auto shop will give you a vast array of high pressure anti-seize lubricants.  One could argue that equal best for rifle bolts is Nulon XL90.  It has good adhesive properties, so doesn’t wipe off with the lightest touch of the lubricated surface.  The best thing, is NO MORE sticking bolt and having to use your boot to belt your bolt open – OUCH!

EQUIPMENT

Standing Shooting - You need an ammo holder

After a few recent meets, I have noticed when people are shooting standing (off hand) single round loading, they are bending down to pick the next round off the ground, or reaching into their pocket.  Typically, the muzzle wonders and this is a concern.  Consider this.  For a few dollars, you can get the plastic 20rnd belt clip ammo boxes.  These are great to transport your ammo ready for your standing strings.  Why fuss over ammo for standing on the line, when you can simply pull out the box, clip it on, and focus on the job at hand.  Please consider getting one of these holders, or something similar, because too much movement on the line without the rifle being cleared each time IS A SAFETY CONCERN.
